Summer of 1968. The Slovenian provincial town of Osijek is preparing to host a junior rowing competition which President Tito has announced his intention to attend. Seventeen-year-old Tomo is supposed to impress the honoured guest with sportsmanship and socialist spirit. He however is more interested in girls than rowing and Tito's non-aligned movement. With affection the director portrays the everyday life of his home town, describes the peaceful coexistence of political rituals and the daily grind, from adolescence to politics. At some point however the lightness of youth is over and Tomo has to grow up.
