The town of Kandalaksha in the year 1953. The village idiot Petya likes to behave as if he were a real policeman, or at least a traffic policeman. He wears a soldier's hat and carries a weapon in his halter, even though the weapon's merely made from wood. Nobody wants to talk him out of his harmless quest for power. Even the boss of the construction enterprise and the senior engineer stop for "Inspector Petya's" traffic controls.

Then however comes the fateful March of 1953. Stalin dies. Furthermore an inmate has only recently escaped from the local prison. Thus, in tandem with a few genuine soldiers and guards, begins Petya's first real hunt.
